Last week, Norfolk City Council passed the "Top Deck" Pilot program designed to help attract businesses downtown. The 6 month pilot program will begin on December 1st and will allow downtown businesses to rent parking spaces on the top decks of three Norfolk parking garages.

In all, there are 300 spots available for 24/7 access. The spaces will be rented on a first come, first served basis. Click here to see the story WVEC ran on this.
