According to a Norfolk press release, festivities will begin at 2:30 pm with performance by the Old James River Jazz Band.  The first Amtrak train is expected to arrive a 3:10 pm with remarks from Norfolk Mayor Paul Fraim following.  Throughout the rest of the afternoon, the train will be open for tours.

This is a major milestone for the city as it takes its effort to improve the transportation infrastructure to the next level.  The next step will be to build out the permanent station. In the meantime, there will be a temporary kiosk set up to serve passengers.  Passengers will not be able to but tickets there, however, and must buy them online at amtrak.com, through Amtrak's mobile app, or by calling (800) USA-RAIL.
